Sara Cobb Baxter was born to Howell Cobb and Mary McKinley in Athens, Georgia on March 7, 1882. She was the great-great-granddaughter of William McKinley and a member of the upper class. She was married to Richard Bolling Baxter. It is recorded that she lived during the mid 1910s on Milledge Avenue and moved to Baxter Street by the early 1920s. She was an active socialite in the Athens community, frequently attending social events like teas and the Dearing Street Dancing club’s evenings, where her attire was often chronicled in the Athens Banner. She appears to have also had a passing interest in acting, having played the supporting role of Sissy in the Colonial Theater’s amateur production of “Deestrick Skule.” She held several leadership roles in community organizations, apart from being a member of the Garden Club. Baxter was the chairman of the social service committee for the Business and Professional Women’s Club and the chairman of the nominating committee for the Young Women’s Christian Association. She was also a member of the invitations committee that helped to organized Georgia Day, an annual national event for UGA alumni. She received an AB from UGA in 1923. She then worked as a secretary to UGA’s chancellor “Uncle Dave” Barrow. She and her husband made frequent visits to Atlanta to visit her sister, the well-known Carolyn Cobb.
