To be sure, the state leaders are not in the clear either. The Georgia State Commission for Financing and Investment is responsible for, among other things, construction and maintenance of state facilities. These projects are technically funded through two mediums. The first is the American Recovery and Restoration Act (ARRA), and the second is Recovery Zone bonds (RZ). RZ funded projects are further broken down into facilities and economic development, and the latter is where the government comes into problematic associations with private industry. There is no definitive paper trail, however, because the precise nature of each project is not public record. The project titles, in public records, is in some sort of strange code which is impossible to decipher (see chart below). I called and spoke with Mr. Passley, the assistant director of Construction Services.  When I asked if he could tell me exactly what these projects were, he told me something to the effect of him not being authorized to disclose that information. He advised me to file an open record request, which I did. I currently await that information, or citation of law which exempts it from public disclosure.
